The light brown bowl near where you enter, when used, will give you abnormally high stats, give you items and skills needed to test various parts of the game, and infects you with Porphyric Hemophilia. ToddTest (presumably named after Bethesda's Game Director Todd Howard) is a room, modeled on the Puzzle Canal under Vivec's palace, used for testing, well, pretty much everything.
